Launch4j

The Windows .exe file is built using launch4j, see http://launch4j.sourceforge.net. It is manually built currently - no scripting just run the launch4j tool against our config file at code/pcgen-launch4j.cfg.xml. This is why the exe is checked into the repo currently. launch4j is capable of using a wrapped jre.
